How to register with LUCID in Germany

You obtain a LUCID number by registering with the ZSVR’s official German Packaging Register. Registration is free. VerpackTool helps with preparation but does not register your business.

What is the LUCID Packaging Register?

LUCID is the register operated by the German Central Agency Packaging Register (ZSVR). It records registered businesses and their packaging; registered producers can be found in the public register. A registration number is not proof that all packaging obligations have been met.

Who needs to register?

Your role as producer under the PPWR and VerpackDG determines registration obligations. Depending on the supply chain, this may be the manufacturer, importer or distributor. Registration is not limited to packaging that requires recycling scheme participation.

Producer (Hersteller in German) concerns extended producer responsibility; manufacturer (Erzeuger) concerns packaging conformity. A business may hold both roles. Check the ZSVR’s role guidance before selecting packaging categories.

Prepare your registration step by step

Have accurate business and contact details, the requested tax and identification numbers, details of an authorised company representative, packaging categories and brand names ready. Cross-border supply chains may also require an EPR authorised representative.

  1. Open the official LUCID portal and follow its instructions for access and producer registration.
  2. Enter your business details. Use consistent identification information for your scheme contract and marketplace accounts.
  3. Select the relevant packaging categories and enter the required brand names. Do not copy another business’s classification without checking it.
  4. Check your information and the required declarations. If an EPR authorised representative is required, name them through the official procedure.
  5. Complete registration in the portal and keep the ZSVR’s confirmation and registration number. VerpackTool does not issue numbers.

Where do you get your LUCID number?

The ZSVR confirms registration and provides the number (section 6(3) VerpackDG). Use it to identify your scheme participation and reports. If you are already registered, check your existing account and confirmation before creating a duplicate registration.

Does LUCID registration cost anything?

Registration itself is free. A packaging licence usually means paid recycling scheme participation for packaging subject to that requirement. Registering in LUCID does not create a scheme contract.

What if your business is outside Germany?

Your country of establishment is only part of the assessment. If a foreign business sells empty packaging or packaged products directly to end users in Germany without a German establishment, current ZSVR guidance requires an EPR authorised representative. LUCID registration remains the business’s own obligation and cannot be delegated.

What happens after registration?

For packaging subject to scheme participation, arrange the scheme contract and the required quantity reports. Determine material masses, use matching periods and reconcile the quantities confirmed by the scheme. Check the applicable reporting schedule and any simplified reporting route separately.

Businesses registered before 12 August 2026 do not need to register again solely because of the transition. Check any required updates; section 68(2) VerpackDG specifies 12 November 2026 for the changes covered there.

Questions about this topic

Does a LUCID number count as a packaging licence?

No. It identifies your registration. Any required scheme participation is arranged outside LUCID with a scheme operator; quantity reporting is a further step.

Can a service provider register my business for me?

Registration remains the obligated business’s personal duty. An EPR authorised representative does not replace it. VerpackTool neither registers businesses nor accepts LUCID login credentials.
