PPWR: an overview of the EU packaging regulation

The PPWR is Regulation (EU) 2025/40 on packaging and packaging waste. It generally applies from 12 August 2026. Find a concise summary, practical assessment steps and links to the official legislation.

What is the PPWR?

PPWR is the EU Packaging and Packaging Waste Regulation. EPR means extended producer responsibility. Both may be relevant to how your business handles packaging.

The PPWR generally applies from 12 August 2026; in Germany, VerpackDG replaces the former VerpackG. Some individual requirements apply after later transition periods. Check the provisions relevant to your circumstances.

PPWR summary: key topics

  • Packaging design: recyclability and packaging minimisation, particularly Articles 6 and 10.
  • Materials and information: recycled content in plastic packaging and labelling, particularly Articles 7 and 12.
  • Reuse: requirements and targets for certain packaging and activities, particularly Article 29.
  • Responsibility: manufacturer and producer roles, registration and extended producer responsibility, particularly Chapter VIII.

Assess requirements by packaging, role, exceptions and application date. For example, Article 6(2) links the new design requirements to 1 January 2030 or a later date dependent on the delegated act. This is not a universal deadline for PPWR obligations.

What does the EU regulation mean for Germany?

VerpackDG complements implementation in Germany. LUCID and scheme participation concern EPR processes; they do not replace assessment of technical packaging requirements. A separate guide covers Germany’s transition and existing registrations.

How should you get started?

  1. Establish the manufacturer and producer roles in your supply chain.
  2. Identify packaging types and relevant EU articles; check application dates, exceptions and subsequent legal acts.
  3. Address required German registration, participation and reporting processes, alongside a separate assessment of conformity requirements.
