What does packaging licensing mean in Germany?
It usually means financing recycling through a contract with a scheme operator. First establish your producer role and packaging classification. Registration alone does not replace that contract; other packaging types may require different EPR processes.
What determines the cost?
- Materials: separate categories such as paper/cardboard and plastic rather than using a single combined weight.
- Quantities: calculate the relevant mass of each material for the period agreed with the scheme.
- Scheme and contract: you can choose the operator. Its offer and contractual terms for your quantities determine the binding price.

Step 1: calculate packaging quantities
Weigh each relevant component in grams, multiply by the unit count and total kilograms by material. For example, 100 g of cardboard × 500 units = 50 kg of paper/cardboard. Add filling material and tape using their own weights.

- Check the offer, contract terms and confirmed quantities; discuss changes with the scheme operator.
Registration, participation and reporting are separate processes
- LUCID registration
- Free registration with the ZSVR. It provides a registration number, not a packaging licence.
- Scheme participation / packaging licensing
- A paid contract outside LUCID for packaging whose participation obligations you need to fulfil.
- Quantity reporting
- Information about the scheme, period and material masses submitted to the operator and LUCID. The ZSVR requires masses in kg with three decimal places.
Current reporting rules include possible simplified reporting duties; contractual reporting periods also matter. A quantity calculator does not set your reporting schedule.

No. Paid scheme participation is arranged outside the register. LUCID registration and data reporting are free; contact your scheme operator about participation invoices.
What if my actual quantities differ from the contract?
Discuss adjustments with your scheme operator first. Then use the appropriate confirmed values for register reporting under the applicable rules. VerpackTool cannot change your contract.
